The challenge of a technology city's maintenance ecosystem
For example City of Oulu, Finland, faced challenges in managing work tasks and documenting contract areas across a variety of maintenance projects. They were missing a system which would be used by each role in their road and street maintenance contracts. The existing systems were fragmented, causing inefficiencies in both field and office operations.
Oulu Infra was struggling with the low profitability of the infrastructure sector and needed to optimize their maintenance operations. They sought to improve situational awareness, enhance the reliability of work reporting, accumulate historical data, and boost employee motivation.
The solution
In Fall 2020, Oulu Infra initiated a pilot project to implement Autori's operational management solutions for various maintenance contracts, including regional contracts, paving and patching, road marking, and primary bicycle paths maintenance.
According to the results of the project, 'The electronic operational management solution reduces the amount of paperwork while adding accuracy and saving time in operations.'
The integration of continuous image data collection was also a crucial component, as noted by Keijo Pulkkinen (Country Manager, Autori), 'The continuous collection of image data and its integration into the operational management solution has already proven to be a model we plan to expand in the future.'
The results - benefits of a configurable SaaS-platform
By early 2023, the pilot project had successfully showcased the benefits of digitizing maintenance operations. User feedback highlighted a preference for the new electronic operational management solutions, which significantly reduced paperwork, enhanced precision, and saved time. Additionally, the continuous collection and utilization of image data from the street network improved overall operational management.

Users have responded positively to the new solutions, and there’s no desire to return to old ways of working. The electronic management system reduces paperwork, adds accuracy, and saves time. It also enables more efficient work allocation, real-time tracking of progress, streamlined reporting, and invoicing. Collecting and using image data from the street network has quickly proven valuable and is planned for further expansion. For winter maintenance of main roads, real-time updates about actions and quality checks are shared publicly on the Oulu Traffic -website, helping road users plan their travel.
